O programa Asfalto Novo, Vida Nova, do Governo do Estado do Paraná, foi ampliado nesta segunda-feira (2) para atender municípios com população entre 50 mil e 100 mil habitantes. Com essa nova etapa, o investimento total do programa atinge R$ 2,2 bilhões, contemplando 377 cidades paranaenses.
Nesta fase, serão destinados R$ 580 milhões para a pavimentação de 426 quilômetros de vias urbanas em 14 cidades de médio porte, impactando diretamente a mobilidade e infraestrutura de cerca de 1,3 milhão de pessoas. Segundo o governador Carlos Massa Ratinho Junior, o programa busca “tirar a lama e a poeira da porta das casas”, com obras que também incluem calçadas com acessibilidade e drenagem pluvial.
Coordenado pela Secretaria de Estado das Cidades (Secid), o Asfalto Novo, Vida Nova é considerado pelo governo o maior programa de pavimentação urbana da América do Sul. Além de asfaltar vias, ele promove empregos diretos no setor da construção civil e tem influenciado a retenção populacional nas cidades do interior, ao oferecer melhor infraestrutura urbana.
Entre os municípios contemplados estão Cambé, Campo Mourão, Castro, Cianorte, Fazenda Rio Grande, Francisco Beltrão, Irati, Paranavaí, Pato Branco, Piraquara, Rolândia, Sarandi, Telêmaco Borba e União da Vitória. A seleção levou em conta os dados do Censo 2010, o que incluiu cidades que cresceram demograficamente nos últimos anos.
Além das obras em andamento, os projetos precisam seguir critérios de planejamento e sustentabilidade: manter o Plano Diretor atualizado, apresentar projetos prontos para licitação e aderir ao Paraná Mais Verde e aos Objetivos de Desenvolvimento Sustentável (ODS) da ONU.
O programa também inspirou ações complementares, como o Ilumina Paraná, lançado em fevereiro de 2025, que investe R$ 300 milhões para substituir a iluminação pública por lâmpadas LED em todos os municípios paranaenses até 2026.
A expansão do Asfalto Novo, Vida Nova mostra a força dos investimentos estaduais no interior, mas também lança luz sobre a necessidade de transparência na seleção das cidades, além de um debate sobre a priorização de recursos. Embora pavimentar ruas seja essencial, equilibrar urbanização com investimentos em saúde, educação e mobilidade coletiva é o verdadeiro desafio do planejamento público.
